Operator Connect is a partnership between Microsoft and approved telecom operators. The technical integration between the operator's network and Microsoft's cloud is automated and managed by both parties. From your perspective, here's what happens when someone calls your business number:

The base Teams capability is included in most Microsoft 365 plans, but the Phone System functionality that enables calling requires the Teams Phone license. Can I use Teams Phone on my cell phone?
Yes. The Microsoft Teams mobile app (iOS and Android) supports inbound and outbound calling.
